Lesley serves as a Regional Planner and Brownfields Program Manager at South Central Planning & Development Commission (SCPDC). She has over 16 years of experience in planning, code enforcement, environmental review records, acquisition, regulatory labor compliance and management of the Brownfield Assessment Grants and Revolving Loan Fund (RLF) Programs for various parishes and municipalities. She earned a Bachelor of Science in
Petroleum Engineering Technology and Safety Management from Nicholls State University. She has applied and acquired over $3.3 million additional Brownfield funds to sustain a continual source of funding for SCPDC’s Brownfield Coalition’s regional area. She has also managed a variety of community development and grant program projects including those funded through the U. S. Environmental Protection Agency (EPA), U. S. Economic Development Administration (EDA), Louisiana Community Development Block Grant Program (CDBG), Delta Regional Authority (DRA), CDBG Disaster Recovery, Department of Health & Hospitals (DHH), Historic Preservation Fund and Transportation projects such as the Bicycle and Pedestrian Plan. Prior to
joining SCPDC, she served in various municipal positions for Pascagoula, Mississippi, Morgan City, Louisiana and Franklin, Louisiana.


During her tenure as a member of various organizations which include the Society of Professional Engineers (SPE) and American Society of Safety Engineers (ASSE), Lesley was awarded the 2017 Nicholls State University Petroleum Engineering Leadership Award. In her free time, she loves spending time with her family and friends, traveling, chasing after adventure, and volunteering in the community.
